Performance management is an integrated activity which intends to reinforce and internalize the performance management as a basic system in organization .performance management is also committed to carry out the activity of target setting, monitoring and target achievement. This article somehow intends to explain the necessity and the importance of performance management and its theoretical foundations .Based on the results of this research, it can be said that the performance management intends through systematic planning and execution of derivers, intervention and performance management strategies to transform the human potential to performance. The improvement of organization basic levels and intensification of competitive advantage in business environment have also been very accelerated and provided human resource needs in professional and personal lives. Furthermore the basic theory of performance management is the theories of motivation and learning.
