The thesis entitled "Analysis of the Founding and Development of Charitable Organizations (welfare and health) during Reza Shahʹs Reign" is a historical study based on archival material including newspapers, journals, diaries, law manuals and the discussions of the Majles etc. The central theme of this research and the basic question it discusses is this: what effect did economic, political and social conditions have on the founding and development of charitable organizations during Reza Shahʹs reign. The political ideology of the government was based on radical change manifested in such elements as nationalism, militarism, and traditionalism with the aim of establishing a progressive government modeled on international especially Turkish examples. One of these undertakings was the establishment of charitable organizations. Certain improvements due to industrial progress and the increase in urbanization necessary to a modern society played an important role in the founding and development of various charitable organizations in both welfare and health. The aim of this thesis is to clarify this proposition and to find an adequate answer to our original question. One consequence of modern life is the responsibility of the government to investigate the inadequacy of society as far as welfare and health are concerned. This is facilitated by the establishment of a strong central government whose orders are obeyed all over the country. This policy was given priority by the government of Reza Shah. Nationalism and traditionalism of the government also had an important share in these undertakings. The limitations imposed by the government on the religious activities of the people and their religious leaders undermined their charitable deeds such as feeding the poor. The present investigation discusses the governmentʹs policy with regards the centralization of charitable deeds by non religious organizations. The new approach and supervision by the government widened the field of non religious charitable undertakings and removed previous difficulties and inadequacies. The growth of urbanization and the attraction of cities for the peasants increased the number of vulnerable people in need of aid. The hegemonic policies of the government and the attempts to establish a regime based partially on tradition occasioned a new and remarkable kind of cooperation and participation of people and government in charitable deeds. As a result the conditions of charities and welfare improved and with the lead of the government and the better administration of the codes and regulations the aims of these charitable organizations was achieved successfully.
