Consideration of Physical- Natural Issues of Zabol with an Indigenous Attitude and Public Cooperation

Zabol, in accompany with towns and villages which are approximately 40km far from it, is located in Sistan region with a population of half a million. In general, Zabol and the region around it- the crowded area in Sistan-has its special problems and characteristics, which dont resemble that of other cities in Iran. Therefore, paying attention to the special characteristics of Sistan region and in particular, the indigenous experiences in scientific and executive projects is of importance. This article deals with the physical-natural aspects of Zabol and is expressed through consideration of indigenous and local experiences. With respect to the unique indigenous knowledge thousand of years ago, and the global prestige of Sistan region, at present utilization of knowledge compared with a few thousand years ago has been so weak, and with respect to consideration of natural environment issues and physical issues of the city, it can be claimed that indigenous knowledge and public cooperation has not been able to act properly, so that these factors have contributed to nonexistence of sustainability thought in implementation of affairs; and weakness of urban discipline in Zabol. It is noteworthy that circumstances in this city, compared with its adjacent cities like Birjand and Shousef, are totally different. The results of the present research indicate that due to the existing natural, physical and somatic issues, Zabol requires an incorporated outlook (combination of indigenous knowledge and manner of public cooperation with modern technologies).The change in the physical and somatic pattern of the city has not been in line with the existing technical infrastructures, on the contrary the indigenous knowledge has not managed to inter-mingle with modern technologies. As a result, it has led to more complexity in the physical-somatic problems of the city. Therefore, with respect to the unique characteristics of Zabol region, in the scientific and executive sector, one should seek incorporating indigenous knowledge and modern technologies with new initiatives. The article has offered cellular automata support system for solving land application issue, with regard to new computerized and communicative (cooperative communication) systems. This system suits the infrastructures and modern technologies- network, topographic, wireless systems and mobile based telecommunication systems-can be effective in enhancing the speed of activities, security rate and public cooperation in a dynamic and smart way The findings indicate that in some sectors such as urban sewage system, modern initiatives and innovations are required to meet the high population rate needs, with respect to the ecologic capacity and S curve. While in some other sectors like keeping the city clean, proper trainings, public ordinal development, public cooperation and neighborhood watchman can improve urban cleaning system, in order to reach a balanced pattern for urban lands application in Zabol, it necessitates cooperation among different organizations as well as public cooperation.
