Environment full of fear, worry and anxiety prevents citizens from doing their social and economic activities; and enhances the probability for their tendency towards frustration or various destructive reactions and sticking to social deviations which are clear proofs for lack of social contribution. Although utilizing defensive-military means has constantly been considered as an effective approach to establish tranquility and a safe environment to take care of social-political activities, the existing experience indicates that the mechanism in mind has not managed to establish comprehensive security. Therefore, the necessity for treating the concept of security in a new way through benefiting from some innovative approaches is felt more than ever. Issues which originate from the outlook of all the individuals of the society; and the people who have interest in them can be considered as social capital. The issue of religion together with doctrine of supplying mankinds prosperity by religious leaders who are disengaged from personal interests brings security and the public imperious need with itself through benefiting from establishment of internal control mechanism among people and preventing them from having tendency toward undesirable behaviors. Provided that the operation domain of this doctrine is generalized in the society and becomes the basis of social security; due to the positive effect of inhibition, security coefficient is highly reinforced and range of public abnormalities will significantly mitigate.
