Survey on the Role of Police in Crisis Management during a Natural Calamity

Natural calamities are a part of the nature of the human beings environment; and humankind has not been able to prevent them through taking benefit from his advancement and capabilities. Crisis management is the proof for encountering calamities through utilizing scientific and systematic approaches to restrain them. In addition to the experiences of other countries and indigenous crisis management, general crisis management has been utilized to achieve the highest level of planning and developing a comprehensive crisis management plan with respect to the unique structural and non-structural features. Therefore, after making decision for establishment of a coherent plan for mitigating the impacts of natural disasters, and as a result of formation and designing a comprehensive crisis management plan; the officials of different countries have appointed a committee known as the committee for adjusting the structure of crisis management system to deal with the issue; and design the organizational system of that organ based on job descriptions, organization chart and manner of management. Of course, the role of the country policy makers and their supports is pretty essential at this stage; otherwise the issue will face a number of problems and will ultimately lead to inefficiency In case chart meets the requirements of the organ, some more desirable operational results is achieved; therefore, utilizing the experiences of other countries involved in crises taking into consideration political, economic and social structures can play an important role in formation of crisis management system and organizing key variables. In the meantime, utilizing various visions with various structures is pretty important for achieving a comprehensive system for the country Due to the fact that Iran is located on the Alps-Himalaya seismic belt, earthquake is the most major calamity which makes our country face damage and crisis. The inability to predict its occurrence time on one hand, and hugeness and population density of the cities which are located on faults on the other, makes them severely vulnerable. It should be noted that the level of vulnerability of the country against natural calamities, especially earthquake and lack of a comprehensive crisis management system in the country, indefinite responsibilities of organizations, their overlapping tasks all together has led the organizations involved in crises to be far away from their real position. Therefore, the measures taken by these organizations have been challenged and legal and executive gaps are posed; so that police forces are not exception to the rule and should try to find their own position and status with regard to other organizations, taking into consideration the disciplinary and security principles.
