Societal Security, Urban Places and Police Forces

Expansion of urbanization has brought about with itself some social problems and insecurity in cities. The impacts of this issue can be observed in almost all megacities all over the world. The phenomenon of places which are easily accessed is one of the undesirable outcomes of urbanization. The above-mentioned places are those which are vulnerable against invaders and prone to crime activities, as well as those places which are not protected. Formation of regions where the poor and the deprived live in, inadequate usage of urban infrastructures in old neighborhoods and over- usage of infrastructures in the suburb, lack of general services proportionate with the number of houses, existence of dark and depleted places, depleted buildings; and disproportionate density of buildings are all examples of these spaces. Various comments and approaches have been offered to solve the social problems of these places and establishing security in them. Chief among these activities are notion of the social security and protectable urban places. This notion is so vast, complicated and deep that concepts of safety and propriety of the place where people live, can be understood and will include many economic, place related and environmental factors in the individual and family arenas and all over the community. The present article has dealt with development of urban design-wise and plan-wise policies regarding establishment of safe and protectable urban places taking into consideration the interaction between societal security, urban places and the role of police in supplying security. In line with this, north Dow-latkhah neighborhood located in region 19 of Tehran municipality has been chosen as the sample to be studied; and policies and programs associated with social security, role of urban places in mitigating rate of crime occurrence and the role of the police have been studied, as well.
