Iran our country police is among the most important organization responsible for establishment of order and security in the society. Materialization of security in various levels has direct relationship with its performance. It is not just police which is responsible for establishment of security in the society, but utilizing some other tools such as norms and values and social capital, in general, is required to fulfill security establishment. Social capital can reduce the cost of society control; meanwhile, it can reinforce social correlation. In other words, internal tools are more effective than external tools, in terms of security establishment.
The present research has been conducted through documentary method, i.e. the researcher is not in direct contact with the reality, but identifies the reality through data released by others. Based on the findings of the research, social capital leads to more trade-off all over the society. When trade-offs are institutionalized in the social system, political power is reproduced and redistributed all over the society. Establishment of societal security is one of the byproducts of institutionalization. It may lead to active social cooperation. As a result of the citizens presence in the scene, the power of social system and their trust to themselves and others.
In case the links between individuals creates some similarities among them, the power of social system will be persistent. The more the relationship exists among members of a society, the less the crimes and people get more involved in political activities. It is through social capital that local democracy is revived, and people eagerly get involved in voluntary activities.
