The problem and solution: Assuming the existence of some interrelation between two areas of culture and education and the necessity of implementing fundamental reforms in the realm of public culture as well as planning for education, what kind of interrelation is between these two areas? Accordingly, what achievements - solely on basics - would yield for cultural policy making or planning for education?
In order present a solution to the problem, this article will take to lines of argument: through ten basic propositions, the first track deals with the general topic of education and transformations in human behavior and personality. According to these propositions, education - ranging from thought to action - posited as the major determinant of transformations (development) of personality and consequently, of human behavior reformation.
In the second track, the relation between education, that is personality development and transformation of human behavior and public culture as four fundamental propositions explored. According to these propositions, firstly, what is called public culture can only be studied and understood in terms of human behavior, and itʹs reform constitutes reforming behaviors.
Secondly, according to itʹs nature this reform is not feasible through planning of cultural system or in other words, through engineering culture, but it is only education that can, through development of personality, bring about behavioral reform and consequently fruitful change in elements of public culture (its reform). Finally by considering the fact that educational thought & theory - creates the proper atmosphere for the educating act, that is transformation of personality, therefore one can logically take the educational thought & theory- as the prelude to the educating act - to be influential on the public culture, and this is the contribution of this article.
