Many attempts have been made to present a definition or impression of public culture concept. However, numerous complexities of meaning, referent, and other problems surrounding public culture continue to challenge scholars. These complexities stem from a number of factors. First of all, in the current studies such as sociology, anthropology cultural studies, the concept of culture is not clearly distinguished from other concepts: numerous and different definitions have been presented. Another factor is the vague definition of the public culture concept in these studies. There are much ambiguities, therefore, in the definition of public culture and determining its area of application and referents. If we take a few steps back and consider philosophical questions of culture concept, additional problems arise. One of these problems is ignoring philosophical and logical features of concepts. Today there are numerous core concepts used in Literature of sociology and ethnography and not only the definition and a clear understanding of those concepts but also application and determination of their referents have become the arena for numerous theoretical disputes. Another neglected issue is the definition and the method of giving exact definition of concepts. Now we encounter with so many different definition of concepts such as society, culture, civilization, personality and so on, to enter to this area one can not confidently base any study on such definitions. Thus, it is necessary to explore the meaning of culture and public culture disregarding scientific disputes of sociologists, ethnographers and anthropologists. This article is a philosophical contribution to show that a more philosophical approach and deeper thought towards the concept of culture and consequently, public culture, some of tight knots of this twisted yarn would have been unraveled. What is meant in this article by a philosophical tool of analysis to analyze the concept of culture and public culture and to determine their referents and area of application.
