Place of National Defense Documents in Policy Making

Recently, the countries mostly welcome preparing and publishing national defense documents. The present paper is supposed to explain and illustrate the place and role of these documents in the practical policy making by the countries in the world. Therefore, the paper begins with the dilemma of defense and security, which ironically interacts with each other and then it, considers structure and elements of these documents. In this way, the US and Georgian relevant documents are exemplified to be compared in terms of elements as well as their real place in policy making. Finally the author of this paper concludes that real place of these documents in defense policies depends on a variety of issues especially level of hardware and software capabilities and as much as a country is powerful, it will be able to realize provisions of those documents more.
