اين پژوهش در پي شناخت جايگاه مقررات ملي صرفه‌جويي در مصرف انرژي در ارتقاي مسكن روستايي و ارايه نكات اساسي براي تسهيل به كارگيري اين مقررات در روند ساخت وساز در روستاهاست. امروزه، اهميت صرفه‌جويي در مصرف انرژي در ساختمان‌ها بيش از پيش بر متخصصان، مديران جوامع و مردم آشكار شده است، به گونه‌اي كه بسياري از صاحب‌نظران اين موضوع را به عنوان يك عامل كليدي در آينده توسعه پايدار در صنعت ساختمان مطرح مي‌كنند. در همين راستا و با توجه به‌آنكه منابع انرژي و محيط زيست با محدوديت هاي جدي مواجه شده‌اند، در بيشتر كشورها صرفه‌جويي در مصرف انرژي در ساختمان‌ها به يكي از اولويت‌هاي اصلي در مقررات ملي ساختمان در چند دهه اخير تبديل شده است. از آنجا كه عوامل متعددي در صرفه‌جويي در مصرف انرژي نقش دارند و با در نظر داشتن تفاوت‌هاي مهمي كه بين مسكن شهري و روستايي در تمامي عوامل طراحي و اجرا وجود دارد، اتخاذ رويكردي متفاوت در تدوين ضوابط و مقررات ساختمان‌هاي روستايي ضروري است. البته بايد در نظر داشت كه دستيابي به ضوابطي روشن و منطبق با نيازهاي مسكن روستايي كشور، بدون شناخت كافي از وضعيت حاكم در اين گونه مناطق امكان‌ نخواهد داشت. در اين مقاله، با شناختي كه از بررسي روند دگرگوني ضوابط و مقررات در زمينه صرفه‌جويي در مصرف انرژي در كشورهاي مختلف به دست آمده است و با توجه به موضوعات كلي مطرح در مقررات ملي صرفه‌جويي در مصرف انرژي در ساختمان و تنگناهاي موجود در امر طراحي و اجرا، بر پايه ويرايش حاضر اين مقررات، پيشنهاداتي در خصوص ساختار و ضوابط مقررات ملي صرفه‌جويي در مصرف انرژي در مسكن روستايي ارايه شده است.

The scope of the present study is the determination of the Energy Efficiency National Building Codes position in the upgrading process of rural housing, and the formulation of fundamental key points for an easy and appropriate application of the related codes in the construction process. Nowadays, the importance of Energy Efficiency in buildings has become a clear priority for specialists, directors and ordinary people, and a considerable effort for the dissemination has been elaborated. Most of the specialists agree that this will be the key factor for the Sustainable Development of the Building Construction Industry. In this regard, in the last decades, taking into consideration the environmental issues and the limitation of energy resources, in most of the countries, the energy efficiency of the building sector has become a top priority in building codes. Regarding the multiplicity of influencing factors in energy saving, and taking into consideration the important differences between rural and urban housing, in design and construction phases, it is necessary to prepare rural codes with a different approach. It is obvious that clear codes adapted to rural housing expectations canʹt be obtained, if there is no precise and sufficient knowledge about the existing situation in such regions. In this paper, thanks to the experiences of foreign energy efficiency codes, taking into consideration major topics in energy codes, and existing restraints in design and construction, the structure of the energy efficiency regulation for rural buildings has been proposed.
