تسامح صفر در برابر شكنجه

انسان‌ها همواره شكنجه را تقبيح كرده‌اند. هيچ كس با اجراي بدون استثناي شكنجه موافق نيست. دليل تقبيح شكنجه آن است كه شان و كرامت انساني را زير سوال مي‌برد. اسناد بين‌المللي متعددي نيز به موضوع شكنجه و رفتارهاي ترذيلي و موهن پرداخته‌اند؛ از جمله اين اسناد مي‌توان به اعلاميه جهاني حقوق بشر (ماده14)، ميثاق حقوق مدني و سياسي (ماده 7) و به‌طور خاص كنوانسيون منع شكنجه و ديگر رفتارها يا مجازات‌هاي بي‌رحمانه غيرانساني يا موهن ( 1984) اشاره كرد. سازمان ملل متحد در كنار منع شكنجه، از آن‌چه در عمل در جهان رخ مي‌دهد، مغفول نبوده با پذيرش اين امر كه شكنجه در عمل اجرا مي شود، صندوقي را براي حمايت از بزهديدگان شكنجه تاسيس كرده است. نوشتار حاضر (كه توسط مسيول صندوق سازمان ملل متحد براي بزهديدگان شكنجه نگارش شده است) علاوه بر بررسي نظري شكنجه در اسناد بين‌المللي، به واقعيات عملي شكنجه در جهان امروز و معرفي صندوق مذكور پرداخته است.

Human being always condemns the torture. No one absolutely agrees with the torture. The reason for the condemnation of torture is denying the human dignity. Various international instruments have also dealt with the torture and degrading treatments namely Universal declaration of Human Rights (Art.14), Covenant on Civil and Political Rights (Art.7) and specifically Convention against torture and other degrading treatment or cruel inhuman punishments (adopted in 1984). Apart from the prohibition of torture, the United Nations is aware of carry out the torture in practice therefore has established a fund for protecting the torture victims. Reviewing the theoretical basics of torture in the international instruments, this article, written by the director of the UN Fund for the torture victims has looked into the practical facts of torture in the today world and introducing the aforesaid Fund.
