بررسي صلاحيت‎هاي حرفه‎اي تحقيق‎مداري مورد نياز ارزشيابان وزارت جهاد كشاورزي

An Investigation of the Research-Oriented Professional Competencies Needed by Evaluators in the Ministry of Jihad-e Agriculture, Iran

هدف اين پژوهش بررسي صلاحيت‎هاي حرفه‎اي تحقيق‎مداري و تحليل موقعيت مورد نياز كارشناسان و ارزشيابان وزارت جهاد كشاورزي است. اين مطالعه از نوع پيمايشي بوده و براي جمع‎آوري داده‎ها از ابزار پرسشنامه كه پايايي آن از طريق ضريب آلفاي كرونباخ (97/0) تأييد گرديد استفاده شد. براي تعيين روايي پرسشنامه از نظرات متخصصان رشته‎هاي علوم تربيتي و ترويج وآموزش كشاورزي دانشگاه‎هاي تربيت مدرس، شيراز و تهران، پس از چند مرحله اصلاح و بازنگري بهره گرفته شد. مجموع تعداد كارشناسان فعال در امر ارزشيابي وزارت جهاد كشاورزي 140 نفر بود كه با استفاده از نمونه‎گيري تناسبي طبقه اي حجم نمونه با روش انتساب متناسب با بزرگي در هرطبقه محاسبه شد و با استفاده از جدول مورگان، 107 نفربه عنوان نمونه آماري انتخاب شدند. تحليل داده‎ها با استفاده از نرم‎افزار SPSS تحت ويندوز انجام گرفته و از آمار تحليلي نظير تحليل همبستگي، آزمون مقايسه ميانگين‎ها (t) و رگرسيون بهره گرفته شده است. در بين صلاحيت‎هاي حرفه‎اي مطرح شده صلاحيت‎هاي "برخورداري از دانش روز ارزشيابي" و "مهارت تفسير داده‎هاي گردآوري شده" بالاترين اولويت‎هاي مورد نياز كارشناسان بودند. نتايج تحليل همبستگي نشان داد كه بين تجربه كاري و ميزان شركت در دوره‎هاي آموزشي كارشناسان با قابليت‎هاي حرفه‎اي تحقيق‎مداري آنان ارتباط معناداري وجود دارد. نتايج رگرسيون نشان داد كه عواملي چون ميزان شركت در دوره‎هاي آموزشي ارزشيابي و تجربه كاري بيشترين سهم را در زمينه صلاحيت‎هاي تحقيق‎مداري مورد نياز كارشناسان دارد و در مجموع توانستند 24 درصد واريانس صلاحيت‎هاي حرفه‎اي مورد نياز كارشناسان را تبيين نمايند.

The main purpose of this survey was to assess research-oriented competencies (systematic inquiry and situational analysis competencies) needed by experts and evaluators in the ministry of Jihad-e Agriculture. A survey method was employed and data collected through questionnaire the reliability of which was approved through a pilot test with Cronbachʹs Coefficient Alpha=0.97. Validity of the research instruments was achieved through consultation with Tarbiat Modares, Tehran and Shiraz universitiesʹ experts. Statistical population for the study consisted of evaluation specialists and the agricultural personnel involved in program evaluation in the Ministry of Jihad-e Agriculture, Iran (N=140). A stratified random sampling technique, and Morganʹs table were utilized to select sample (n=107). The data was analyzed through SPSS-Win software and application of such appropriate statistical methods as correlation, t test as well as regression. "Being up-to date in evaluation knowledge" and "analyses data" were the two first priorities of experts in delivered competencies. According to the obtained results there were significant differences between males and females in the needed competencies. The findings revealed that there were positive significant correlations between work experiences plus educational background of experts, and their needed professional competencies. Also findings showed that there were significant differences between gender along with educational levels of experts, and their research oriented competencies. The results of multiple regression indicated that the most important variables, describing 24 percent of variations in the needed professional competencies were work experience and educational background.
