تحليل اثربخشي پارك‌هاي علم و فناوري به كمك نتايج فرايند ارزيابي شركت‌هاي دانش بنيان مستقر در پارك‌هاي علم و فناوري

يكي از شاخص هاي تعيين ميزان موفقيت پارك‌هاي علم و فناوري، سنجش وضعيت عملكرد شركت‌هاي دانش بنيان مستقر در پارك هاست. بهترين شيوه براي تحقق اين موضوع، بالا بردن مهارت هاي مورد نياز در مديران پارك هاي فناوري به كمك پياده‌سازي سيستم‌هاي ارزيابي عملكرد واقع بينانه و عملياتي دراين حوزه است. در حال حاضر ماموريت پارك فناوري از ديد مديريت اجرايي، در ايجاد زنجيره يكپارچه از تحقيق تا توليد تجلي مي يابد. حذف فاصله بين تبديل ايده‌هاي علمي و تحقيقاتي به محصولات و خدمات، هدايت شركت‌هاي دانش بنيان مستقر، تامين نيازهاي واقعي و ارايه خدمات با ارزش افزوده بالا تا مرحله تجاري سازي، ماموريتي است كه پارك فناوري حول آن فعاليت دارد. از مهمترين ساز و كارهاي اجرايي براي توسعه علم و فناوري كه در كشور ما كمتر مورد توجه واقع شده است، وجود مدل و الگويي براي تحليل نقش و وضعيت مولفه‌هاي تاثير گذار از طريق فرايند اجراي ارزيابي است. بر اين اساس كسب آمار و اطلاعاتي از سطح فناوري، ارتباط عناصرتشكيل دهنده نظام علم و فناوري، وضعيت دارايي‌‌هاي فكري، شيوه‌هاي همكاري في مابين مراكز آموزش عالي و مراكز پژوهشي با صنايع و سازمان‌ها، تنوع منابع مالي و ميزان درآمدها، سرمايه هاي جذب شده، دامنه شمول خدمات يا محصولات، تعداد مشتريان و بسياري عوامل ديگر كه در يك شركت دانش بنيان از جمله معيارهاي كليدي بحساب مي آيند در فرايند ارزيابي مورد سنجش قرار مي گيرد. در اين مقاله تلاش مي شود، بهترين الگوي ارزيابي و مدل‌ سنجش كارايي و عملكرد شركت هاي دانش بنيان كه بيشتر بر بعد دانش ضمني بدست آمده است، در قالب انتقال تجارب چند ساله شهرك علمي و تحقيقاتي اصفهان و با هدف بومي سازي فرايندهاي اجرايي منطبق با ساختارهاي فرهنگي و اجتماعي كشور، مورد كنكاش و بررسي قرار گيرد.

Evaluating the performance of the knowledge-based companies settled in science and technology parks is one of the criteria for determining the success rate of these STPs. Promoting the necessary skills of STP managers through the implementation of real and operational performance assessment systems is the best way to fulfill this goal. The STPs mission could be achieved through an integrated chain from research to production. Removing the gap between scientific/research ideas and products and services, supervising the knowledge-based companies, meeting the actual needs and providing value-added services to the commercialization stage are among the major missions of technology parks. The existence of a model for analyzing the role and the status of effective factors through assessment process is considered as one of the important measures for developing science and technology which has been paid less attention in Iran today. Therefore, there are different items used in assessment procedure including gaining some statistics on technology level, the relationship between the components of science and technology system, the status of intellectual property, cooperation methods between higher education and research centers with industries and organizations, diversity of financial resources and the rate of incomes, attracted investments, the scope of providing services and products, the number of customers and many other factors which are considered in knowledge-based companies as key factors. The present paper intends to investigate and offer the best assessment and effectiveness evaluation model together with the performance of k-based companies obtained from the tacit knowledge through ISTT experiences. The objective is to localize executive processes in accordance with the cultural and social structures in Iran.
