Liberalism, Empire, and Non-equilibrium

The change in patterns of power distribution in international scene causes different mental and behavioral environment in threshold of new millennium. Regarding this environmental qualities, U. S. lay aside the defense strategy that was based on equilibrium of power, and adopts the aggressive-hegemonic strategy. U. S. tends to replace achieving security as a feature of balance-of-power age, with achieving absolute security as a feature of the age of hegemony. What is at issue is not the very this politics, but passivity of other great states or their alliances against this American strategy. In realists view the size of U. S. power and its military-economic capacity is the main factor, but liberals regards the nature of its values, quality of its power structure and political culture as a raison dʹetre. Certainly, one-dimensional attitude has not analytical validity in studying the power relations, but multi-dimensional attitude has. Notwithstanding liberal order that U. S. wants to establish, suites to an asymmetrical relations,respects decentralization and diffusion of power in a global scene, and regards the legitimacy of national interests of great powers as necessary. This means American aggressive internationalism seeks not to establish an Empire, and thus the main international actors has not security anxiety.
