DESIGNING A NEW MODEL FOR ASSESSING COUNTRIESʹ ICT INFRASTRUCTURE READINESS

The purpose of this manuscript is to devise a new model for measuring the readiness of information and communication technology (ICT) infrastructure and access and analyze the divide among countries in the area. The model is bult upon 10 ʹcore ICT indicators and comprised of two main dimensions: ʹICT accessʹ and ʹcoverage of mobile and access traiffs .In this manuscript, using Data Mining methods, Markov Chain Monte Carlo (MCMC) to impute missing data and a Multi-Stage Factor Analysis (FA) for aggregating the indicators, many problems and limits of the existing models are avoided; such as the lack of data for analyzing ICT infrastructure and access, use of equal weighting or expert opinions to aggregate the indicators.
