DETERRENCY IN THE ISLAMIC REPUBLIC OF IRAN

After ending second world war, the global system changed to two systems as Socialism and capitalism that it has named "cold war" till soviet union crumbling. In this period, both sides started a deterrent misille attack for other side and mobilized themselves to conventional and nonconvention weapons fastly. The deterrence concept was considered in "cold war" term more than before. Kinds of threats and deterrence proceeding against it. A) Military threats Neverthless of confidence on effective role of economic factor in national security and national power, it is optimisticaly if we make a priority precedency for deffensive (military) staying power aplification in further priority. This thought is invert thought from west dominator system, particularly U.S.A. For that reason, the using of military power , is the basic role for protect and development of "National Power and National Security" of countries. Neverthless, for deffence strategy codification should achieve to coherent strategy and according to a suitable accounted program, the deterrence proceeding should be specified against military threats and they should allocated a necessary Rialy budget and foreign exchange budget. B) economic , Political, cultural and social direct threats As for that the military direct threats are so much cost, but the countries try to threat the countries aim for economical, social, political and cultural aspects In this way we have to perform deterrence proceeding against directly threats such as (economic - political - social and cultural) threads. C) Indirect threats The most efficient and lowest expenditure threat aginst every country is indirect threat and while results not to be displaied, the phenomenon is not considered as the threat and the threat factors, will continue thier activities therefore if indirect deterrence proceeding not to be more necessary and more important than military , political, economic and social deterrenc is not lesser than them. PLURALIZATION With the curt drawing from the world situation in the next century and qualification, position and situation of Iran in the Middle East and the world , and by the realistic sideglance is considered that the threats against Iran is serious case in the different dimension including military, economic, political and cultural. Therefore continuity of life and duration of Islamic Republic of Iran and national power preferment it depended on to creat a suitable and favorite deterrence power aginst threats , and it is unavoidable following proceeding. 1) Strategy codification in national level in military, economic, political and cultural dimension. 2) preparing and exact performance of strategic plans and different program in deterrence strategy case. 3) Atending to the enormous and strategic resources such as Iran nation as the basic factor in any kind of deterrence proceeding. 4) Programing and decision making should be in the fact case, idealism thought and sloganeering is not effective and favorite for any kind of deterrence proceeding . 5) Use of diplomacy instruments such as negotiation, satiation, allurement, threat etc.
