The Islamic Republic of Iran as one of the largest and the most powerful and important country in the Caspian Sea littoral states, having a decisive role in politico - security equation, must realize its new geopolitical importance within the new world condition, aptly, and take advantage of this exceptional position to achieve its national interest, perfectly, through creation of links and strategic connection between Persian Gulf and Caspian Sea within its north south strategic depth. Today, in addition to the decisive role of element of military power on the outcome of a war, other elements of national power including those of political, economical, socio-cultural nature, geopolitical constants and variables of each country, and many other 2 ones existing in national and international environment, and that of military advanced technology, in achieving victory, are all considered very important interrelationary and strategical wise.
During the post magnificent Islamic revolutionary era, Iransʹs military defence - security policies, culture and organizational structure for the armed forces was under the influnce of other revolution achievements and underwent fundamental changes. The new structure was not designed, and new models were not adopted yet, when internal insecurity in parts of the country was encountered.
The Iraqi military aggression, imposed an eight war to our country, negating opportunity to undergo processes of basic scientific organizing.
Most countries of the world do develop their military organization, in time of war while encountering their external enemies, but still when the war is over, they all, immediately start revising and reforming the organizational structure of their armed forces, reviewing wartime rules and regulations in accordance with new conditions to meet realtime defence security needs.
Developing phase of organizational and other wartime changes in armed forces are already achieved, but reviewing and reconstruction phase of organization of these forces, on a scientific and rational process is not yet achieved and further changes is done as demanded to safe guard against being surprised of regional and global changes and fruit required readiness to achieve and maintain national interests and goals to be able to stand guard against influence and domination of both internal and external foes, and also, for optimum application of the limited resources alocated to defence affairs, it is necessary to plan defence security policies and organizational structure of the armed forces and major items in accordance with a rational and logical strategic defence security planning system process, which is being adopted and already in practice by most of the developed countries of the world and the powerful states.
