Formulating Higher Education Strategy in Military

The current paper is a part of a research which reviews the present and favorable situation of higher education in one of the military organizations with the aim at formulating higher education strategy for such organization. In terms of aim, this research is an applied research and in terms of nature is applied one which is conducted in background methodology. This research includes two phases of internal and external analysis of environment of organization and finally the phase of explaining the strategy. The data of this research have been gathered by descriptive statistics including average, variance and deviation of criterion and the comprehensive statistics include analysis of factors, test of Calmograph, Smirnov and T.test for single variance data which have been analysed. Formulating the strategy in this research has been conducted in a methodology seprated from prevalent methodologies, and has been carried out by modeling of unique methodology of Hax and MaJluf. After analysing internal and external environment of organization, the strong and weak points, opportunities and threats have been identified and at second phase by specifying the position of higher education of organization at the matrix of equal strategies of attraction and the strength of work field, the basic strategy for higher education of organization has been described. Such strategy which is the result of research is : «identify the development parts, then specialize them and selectively invest on them.
