International Organizations in the beginning of the third millennium: International Security and the Institutional Norm Making.

The article examines this point that, in the beginning of third millennium, international organizations should be regarded as international realities, which are playing decisive role in the international politics, on the basis of new rules and special methods of game and interaction. Simultaneously, this process has created a new discourse based upon cooperation and convergence, instead of strategic-security conflicts in international relations, and by this means, it has helped to establish the sustained security and long standing stability in international system. On the other hand, the development in international communications has brought about fundamental changes in the past security-political categories, both in form and content. These changes have led to creation of the new world politics. The exceeding process of globalization and the growth of political networks and activities related to International Law, make rapidly global, the effects and consequenes of decisions making and political actions of one world region. So, in this case, the international organizations are regarded as the most important mechanisms of norm making in the direction of institutionalization of the international multilateral cooperations in order to solve the conflicts in different spheres.
