Paying attention to individual and organizational factors effective in not discovering murder cases can solve complicated police riddles to figure out murder cases. Therefore, in order to examine these factors, the present research is conducted through descriptive-survey in Mahshahr during 1997 to 2007. Based on the poll taken from experts, detectives involved in murder investigation, murder interrogators and lawyers on one hand and murderers on the other, the venue and the time where and when the murder was committed were examined through using questionnaires and interview (N=60). Nevertheless, all murder files were examined in terms of documents, and the impediments, problems and defects of the research were estimated. The present research deals with the impact of improper operational guidance, weakness of analysis of the achieved information in murder files, not utilizing modern technologies and ignoring timing in murder files, all contribute to failure of murder detectives. In order to achieve these objectives, while referring to the above-mentioned factors, and concluding from their achievements, some applied recommendations are offered. Therefore, the research questions related to development of the above-mentioned factors were examined. The results of the interviews and the relevant documents of the cases were analyzed through analyzing the contents and questions of the questionnaire and using statistical tests. The results of the assessments indicate that lack of improper operational guidance, weakness of analysis of the achieved information in murder files, not utilizing modern technologies, ignoring timing and not managing time in murder files are among the individual and organizational factors, which contribute to the failure of detectives in charge of figuring out murder files. Based on this, and with respect to the results of the conducted interviews and statistical tests, the entire questions have contributed to failure in detecting murder files.
