علم و تكنولوژي در دنياي امروز نقشي حياتي دارند و اصلي‌ترين سلاح كشورها در دنياي رقابتي كنوني هستند كه روز به روز بر اهميتشان افزوده مي شود. علم به انسان‌ها كمك مي‌كند تا دنياي اطراف را بهتر بشناسند و تكنولوژي نيز آن‌ها را به تغيير امكانات و منابع موجود براي استفاده بهتر قادر مي‌سازد. علم امروز نه تنها بر تكنولوژي استوار است، بلكه افزون بر اين، علم جديد ذاتاً ميل به تكنولوژي شدن دارد و بنابر خصلت خود در تكنولوژي تجسم مي‌يابد و تحول آن در گرو ابزاري شدن آن است. تكنولوژي لازمه علم است و بدون تكنولوژي توسعه علم ممكن نيست. توسعه علم و فناوري در كشور نتيجه تعامل ميان نهادهاي مختلف است كه در يك نظام كلان با يكديگر ارتباط دارند. امروزه نوآوري‌هاي متنوع و مختلفي به محيط‌هاي روستايي راه پيدا كرده‌اند كه فناوري اطلاعات و ارتباطات را مي‌توان از جمله اين نوآوري‌ها دانست. هدف از اين مقاله نيز بررسي نقش، جايگاه و تاثيرات فناوري اطلاعات و ارتباطات در توسعه روستايي است. در سطوح روستايي فن‌آوري اطلاعات و ارتباطات در گسترش تجارب الكترونيك، بهداشت الكترونيك، آموزش الكترونيك، گذران اوقات فراغت، دولت الكترونيك و دادرسي الكترونيك موثر مي‌باشد. جهت توسعه فن‌آوري اطلاعات و ارتباطات در سطوح روستايي ضرورت دارد كه زيرساخت‌هايي چون زيرساخت حقوقي، تجاري، فرهنگي، امنيتي، فني و ارتباطي ايجاد شود. اما فناوري اطلاعات و ارتباطات با آسيب‌هايي نيز مواجه است از جمله: شكاف ديجيتالي(شكاف بين شهر و روستا، شكاف دسترسي بين فقرا و ثروتمندان و شكاف دسترسي بين زنان و مردان، كودكان و سالمندان و جوانان) و پرهزينه بودن توسعه آن. در تدوين مقاله از روش اسنادي، كتابخانه‌اي و تحليلي استفاده شده است.
