Suggestion System a Way to Settlement of Participative Management

با توجه به اينكه مشاركت در امور مساله‌اي تازه نيست و از دير باز وجود داشته است، انسان‌ها در همه امور نياز به همكاري و مشاركت با يكديگر داشته‌اند و در كشور ما هم با توجه به پيشرفت علم مديريت و استقرار مديريت نوين در سازمان‌ها و موسسات، موضوع مشاركت در امر مديريت امروزه مورد توجه زيادي قرار گرفته است. به طور كلي مي‌توان گفت كه يكي از راه‌هاي اساسي بهبود در نظام اداري، مديريت مشاركتي است و سخن گفتن درباره مديريت مشاركتي هم بدون توجه به نظام پيشنهادها كاري بس دشوار است؛ زيرا ساده‌ترين ابزار دستيابي به مديريت مشاركتي، نظام پيشنهادات مي‌باشد. در اين مقاله سعي شده است به تعريف، اهداف، سبك‌ها و ساز و كارهاي مديريت مشاركتي و جنبه‌هاي مشاركت در اسلام پرداخته شود و سپس نظام پيشنهادات به عنوان بهترين وسيله دستيابي به مشاركت از صورت‌هاي مختلفي مورد بررسي قرار گيرد. از جمله تعريف نظام پيشنهادات، فلسفه، زمينه‌هاي اجرايي و اهداف اجرايي آن، ساختار نظام پيشنهادات، پيشينه نظام پيشنهادات در جهان و ايران ، بستر قانوني آن در بخش دولتي وچالش‌هاي استقرار آن در ايران.

With attention to this fact that participation in performance is not a new matter and the human need co-operation and co-working in all aspects, in our country with attention to the development of management science and settlement of new management in organizations and institutesʹ the participation concept in todays management is under of intensive attention.in general we can say that one of the basic ways of administration development is participative management.talking about participative management without attention to suggestion system is a difficult workʹ because the easiest tool to reach the participative management is suggestion system, in this article we have efforted to discuss the difinitionʹgoalsʹstyles and ways to participative management and sharing aspects in islamʹthen suggestion system be surveyed as the best way to reach the participation from different views.these would include the suggestion system definitionʹphilosophyʹpractical fields and its executive goalsʹsuggestion system structureʹhistory of suggestion system in the world and iranʹits legal field in government section and the risks of its settlement in iran.
