دولت و سياستگذاري فرهنگي از ديدگاه امام خميني(ره)

Government and Cultural Policy-Making According to Imam Khomeini

چكيده زندگي بشر در عصر حاضر، بيش از هر دوره ديگري، با پديده فرهنگ نسبت دارد. جامعه ايراني پس از پيروزي انقلاب اسلامي، سيماي فرهنگي بيشتري پيدا كرده و همين مسيله، ضرورت تحقيق در امر فرهنگ و سياستگذاري فرهنگي را براي پژوهشگران ايراني دو چندان كرده است. واگذاري سياستگذاري فرهنگي به دولت يا نهادهاي خارج از دولت، از مسايلي است كه انديشمندان در باب آن اجماع نظر ندارند؛ برخي به دخالت حداقلي دولت در فرهنگ معتقدند و برخي نيز به دخالت حداكثري. مقاله در صدد بررسي ديدگاه امام خميني(ره)درباره دخالت دولت اسلامي در سياستگذاري فرهنگي است.از آنجا كه در منظومه فكري امام خميني(ره) دولت علاوه بر تامين كالا و خدمات عمومي، نقش هدايتگرانه نيز دارد، بايد به سياستگذاري فرهنگي بپردازد. از اين رو در اين مقاله، دولت و سياستگذاري فرهنگي از منظر امام خميني(ره) مورد تجزيه و تحليل قرار گرفته و نسبت مولفه‌هايي همچون: خودباوري، قانونگرايي، نقش مردم، حدود دخالت دولت، كرامت انساني و مباني اسلام با سياستگذاري فرهنگي از زاويه نگاه امام خميني (ره) مورد بررسي قرار گرفته است.

In the present era, the human life is intermingled with culture more than ever. The Iranian society, after the victory of the Islamic Revolution has acquired a more cultural image and this has been a reason for Iranian researchers to strive more in the realm of culture and cultural policy- making. Whether to leave cultural-policy making in the hands of the government or give the responsibility to non-governmental organizations, is one of the issues on which the scholars have not yet agreed upon. Some believe the government should have the least interference in culture and others believe it should have maximum involvement. in this article we review the outlook of Imam Khomeini about the involvement of the Islamic government in cultural policy-making. in Imam Khomeiniʹs view, since the government, in addition to providing goods and public services, has a guiding role, it should be active in cultural policy-making. Hence, in this article, the government and cultural policy-making from Imam Khomeini viewpoint has been analyzed. Elements such as self esteem, law abidance, peopleʹs role, limit of government involvement, human dignity and Islamic fundamentals along with cultural policy-making have been reviewed based on Imam Khomeini point of view
