Research on Police Performance: Who Really Needs It?

اين مقاله به ارتباط نزديك بين كاركنان اجرايي و پژوهشگران به ويژه در سازمان پليس مي‏پردازد.تاكيد مقاله به ويژه مثال ها در حوزه ي پيشگيري از جرم مي‏باشد. اين مقاله خلاصه ي بخشي از گزارش تحقيقاتي ارايه شده براي موسسه ملي عدالت ايالات متحده پيرامون ارتباط بين پژوهش، سياست و خط مشي و عمل (يا به تعبيري دقيق‏تر نبود اين ارتباط) است. اين گزارش مبتني بر عدم موفقيت‌ها و نارضايتي‏هاي بيش از 30 سال نويسنده در راستاي تلاش براي جلب توجه سياستگذاران و مجريان امور به امر پژوهش در انگليس مي‏باشد. مقاله مبتني بر مطالعات پژوهشي و گفت و گو با دانشگاهيان و مجريان پليس است. اين مقاله ضمن تمركز بر توسعه و گسترش راه‏هاي پيشگيري از وقوع جرايم به ترويج توسعه مشاركت بين پليس و تحقيق مي‏پردازد. در بخش اول اين مقاله، رابطه ي سنتي نه ميزان نزديك بين تحقيق و عمل و موردي كه نشانگر لزوم اعمال تغيير در آن است توصيف شده است. عوامل محركه‏ي اين تغييرات شامل تمركز فزاينده بر ارايه «نتايج»، خدمات پليسي حرفه‏اي‏تر و افزايش تجزيه و تحليل داده هاست. بخش دوم اين مقاله با در نظر گرفتن لزوم كاهش جرايم به ارايه نمونه‏هايي از مواردي كه بايستي در يك تحقيق لحاظ شوند مي‏پردازد. در بخش پاياني تفكراتي در خصوص مثال اگر قرار باشد روابط سازنده بين دنياي پليس و دنياي علم توسعه داده شوند و حفظ شود چه تغييراتي بايستي در هر زمينه اعمال شود.

The present paper investigates the interrelationship between executive personnel and the role of research in police organizations with primary emphasis, assisted with ample illustrations, on crime prevention.The present paper reports the partial resuls of a research on the relationship between policy, procedure, and functions - or the lack of - conducted by National Institute for Justice, a Washington - based research organization, the results of which point out to an over 30 years of failure of oversight and neglect by policy makers and other authorities regarding the application, implementation, and significance of research. The findings are primarily supported on studies and interviews with the university officials, police administrators, and related authorities. In addition to an ever increasing need to prevent the growth of crime, the paper finds a slow, but gradual, expansion of awareness by the authorities concerning the significance of cooperation between police and research organizations. The first part of the paper underscores the traditional relationship between research and application, and variables indicative of a substantial need for the implementation of change. Factors that effect a change include more professional police services and greater analysis and interpretation of the collected data regarding public policy implementation.
