اهميت نقش پليس در اولين مرحله ورود افراد به نظام عدالت كيفري آشكار مي شود و عموم مردم همواره اين نظام را با پليس مي شناسند. از آن جا كه در نخستين مرحله ورود به نظام عدالت كيفري امكان بيشترين تعرض به حقوق بنيادي و اساسي افراد مشاهده مي شود، اين مسيله توجه خاص حقوق دانان را به خود معطوف داشته است. بنابراين، امروزه توجه به جايگاه علمي پليس، وضع قوانين و مقررات محدودكننده تعرض به حقوق بنيادي بشر، توسل به شيوه ها و اقدام هاي پيشگيرانه و حمايتي با هدف كاهش ميزان جرايم و آسيب هاي ناشي از آن بر سياست جنايي نظام‌هاي مختلف تاثير گذاشته است. پليس به‌عنوان يكي از ارگان‌هاي دولتي مرتبط با مقوله آسيب هاي ناشي از بزه ديدگي، با شناسايي افراد آسيب ديده و بزه ديدگان بالقوه بر وضعيت و شرايط قبل، حين و بعد از ارتكاب جرم تاثير مي گذارد و فرصت ارتكاب جرم را براي مجرمان محدود مي سازد. پليس با مداخله در وضعيت بحران و نجات اشخاص آسيب ديده در صحنه هاي جرم و كاهش مشكلات و دغدغه هاي آنان در مراحل مختلف سيستم عدالت كيفري نقش موثر و بسزايي دارد. بي ترديد پليس با كنار نهادن شيوه هاي منسوخ دهه هاي پيشين، با رويكرد نوين اجتماع‌گرايي و مشاركت مداري - در عين رفتار قاطع و سريع در مقابله با مجرمان حرفه اي - مي-تواند در راهبردهاي حمايتي و خدمات رساني به بزه‌ديدگان به‌صورت مستقيم و غير مستقيم شركت جسته و نقش موثر و قابل توجه خود را در تحقق عدالت براي بزه ديدگان، عملي سازد.

Doubtless, to directly and indirectly support victims of crime, simultaneously with the tough and fast behavior against offenders, police ought to relinquish their obsolete methods and utilize current community-based and association-oriented approaches then actualizing their crucial role as administrators of justice for victims.
