چكيده فارسي :
سازمان پليس يك سازمان دولتي است كه مهمترين ماموريت و مسيوليتش برقراري و حفظ نظم و امنيت عمومي در جامعه است. پليس در كشورهاي مختلف بنا به اقتضاي وابسته به وزارتخانهها و سازمانهايي مانند وزارت كشور، دادگستري، شهرداري و... است.
پليس امروزه از فرازهاي اقتدارگرايي و صرفاً حل مساله فرود آمده و تعاملگرايي و حل مشكلات را پيشه خود ساخته است، خود محوري و بيلان عملكرد در كنترل تخلفات و جرايم چندان موفقيتي نصيب پليس ننموده و بهمين دليل مردم محوري و بهينهسازي عملكرد را در دستور كار خود قرار داده است.
پليس نوين از برج آج تا متن مردم و تودهها تغيير موضع داده و بجاي عمليات ضربتي و ماموريتهاي انحصاري، پيروزي و پايداري خود را در مشاركت عمومي و روابط اجتماعي ميداند.
اين فراز و نشيبها و تغيير و تحولاتي كه تقريباً بطور بسيار جدي از 1970 ميلادي سازمانهاي پليسي جهان را دچار نوسانات شديد در اعمال و اهداف نموده است. موجباتي را فراهم آورده كه:
«پليس پيشگير» بعنوان مهمترين نشان و نماد پليس موفق تجلي يافته است.
استراتژي پليس پيشگير بمنظور موفقيت در انجام ماموريت بر اين مبناست:
"تدابير، تعابير تعليمات و تداركات پليس مردمي بايستي با مردم و براي مردم تدوين و تنظيم شده و به مرحله اجرا درآيد".
و بر اين اساس شعار پليس نوين چنين است:
"هريك از افراد پليس جزي مردم است و هريك از افراد مردم خود يك پليس است."
پليس مكتبي مسلمان در انجام وظايف و تكاليف خود علاوه بر تخصصهاي پليسي، تعهدات ديني، اخلاقي و اجتماعي نيز دارد. او خدمت به خلق در راه خدا را نيايش پروردگار ميداند و نگهباني از جان، مال، ناموس و شرافت مردم را از راههاي رستگاري و سعادت دنيا و آخرت قلمداد ميكند.
چنين پليسي مصداق آيه شريفه 104 سوره مباركه آل عمران است كه خداوند در قرآن كريم ميفرمايد: بايد از شما مسلمانان برخي خلق را به خير و صلاح دعوت كنند و از بدكاري و ناهنجاري نهي نمايند پيشگيري كنند.

Based on above facts cthe motto of modern police is: "any police members is one of the people and any of people is a police."
The muslem and faithfull policeʹ in doing his duties and assignments t in addition to police skill has religions and moral and social guarantees.
police known that serving to people in the way of god is as the way of salvation and prosperity of the world and termination.
such a police is the meaning of noble verse policy of holy chapter of A1 - Omran which god says in holy Quran
"some of you Moslems must invite other people to goodness and beneficence and prevent them from wrong - doing and cacophonous".
