The ISI database is committed to providing comprehensive coverage of the worldʹs most important and influential journals for its subscribersʹ current awareness and retrospective information retrieval needs, but comprehensive does not necessarily mean all-inclusive. It would appear that, in order to be comprehensive, an index to the journal literature of science might be expected to cover all the scientific journals published. This approach would be neither economically practical, nor, as analyses of the scientific literature have shown, necessary. It has been demonstrated that a relatively small number of journals publish the bulk of significant scientific results. Journal evaluation and selection is conducted on an ongoing basis at ISI with journals added to and deleted from the database as frequently as every two weeks. The ISIʹs editorial staffs review nearly 2000 new journal titles annually, but only 10-12% of the journals evaluated are selected. Each journal goes through an extensive evaluation process before being selected or rejected. Many factors, both qualitative and quantitative, are taken into account when evaluating journals for coverage. The journalʹs basic publishing standards, its editorial content, the international diversity of its authorship and the citation of the data associated with it are all considered. No one factor is considered in isolation, but by combining and interrelating the data, the referee is able to determine the journalʹs overall strengths and weaknesses. English titles, abstracts and keywords are essential. References cited in English are also recommended. Although important scientific information is published in all languages, authors must provide English translations of article titles, authors, keywords and abstracts if they hope to reach the widest possible audience simply because, as a purely practical matter, it would not be feasible for ISI to take on the task of translating such materials. Application of the peer review process is another indication of the journalʹs standards and guarantees the overall quality of the research presented and the completeness of cited references.
