Top One In Middle East

Based on the vision of Iran at 2025 Knowledge-based development that imply the first position in science, technology and economics in the Middle East, the current situation of science in Iran was investigated based on scientometric indices and compared with an ideal situation. Some suggestions were proposed, such as standardization of research activities, including as MSc thesis, and PhD dissertations. At the present time, the academic staff of Ministry of Science & Technology, Ministry of Health and Medical Education and nongovernmental institutes are more than 50,000 and the related graduate students are more than 100,000. If each MSc and PhD student during each 2-years of their scientific activities can at least present one research work in a scientific congress, we should achieve some 50,000 abstracts per year in the congresses. Meanwhile, with publishing half of these abstracts as full papers in scientific indexed journals, the number of publications is expected to reach 25,000 per year. For comparison, in year 2004, Russia as the 10th country in science productions, has published about 24,000 publications. In this work, a few standards for the research activities, researchers, and academic staffs have been proposed.
