سياست خارجي دولت ديني با تاكيد بر مفاهيم تقيه و انتظار

Foreign policy of the theocratic government with emphasis on the implications and expected reservation

با پيدايش دولت به معناي مدرن آن، رفته‌رفته امكان يا امتناع پيدايش دولت مدرن ديني به بخشي از مباحث تيوريك علم سياست تبديل شد. از سوي ديگر، مذهب شيعي به‌طور خاص و دولتي كه مبتني بر آموزه‌هاي آن باشد نمي‌تواند در برابر مقوله‌اي چون انتظار يا تقيه سكوت كرده و سلباً يا ايجاباً از كنار آن بي‌تفاوت بگذرد. از اين‌رو لازم است در دل تيوري‌پردازي‌هاي متنوع درباره دولت ديني، سرفصلي نوين براي اين موضوع‌هاي تاثيرگذار تعيين و تبويب گردد. البته در اين نوشتار براي دقت بهتر و آسان‌تر در بحث، از ميان ابعاد گوناگون دولت، يك بعد آن‌كه «سياست خارجي» است و از بين سويه‌هاي فراوان انتظار و تقيه، «جنبه‌هاي جمعي» آن، منظور نظر قرار گرفته است. بر همين اساس، در اين نوشتار پس از تبيين امكان و معناي دولت منتظر، دو راهبرد اساسي پيش‌روي يك دولت منتظر تشريح شده است كه در نهايت متناسب با استبدادي و ناعادلانه دانستن نظام و شرايط حاكم بر جهان، و نيز در اقليت كمي و كيفي بودن يا نبودن دولت منتظر، يكي از اين راهبردها معقول و مناسب تشخيص داده مي‌شود.

With the advent of government in the modern concept of it, the possibility or impossibility of existence of a religious government became only a part of the theoretical discussion to allow the emergence of modern science of politics. On the other hand, The Shiism in general and a religious Shiite government in particular cannot be silent and indifferent to the issues of waiting and rational reservation and its teachings should be related to these principles. Hence it is necessary in the various attempts for theorising the religious government, a new heading for this be determined in regards to their impacts. In this paper, for better accuracy and ease of discussion, only one issue of "foreign policy" is focused among the different aspects of government, and among its views on waiting and the reservation, only "Social aspects", are to be considered. After exploring the meaning and possibilty of such government, one of these governing strategies which seems reasonable and appropriate is proposed.
