مطالعه عوامل موثر بر وقوع و رشد فساد اداري و ادراك شده و روش‌هاي كنترل آن در سازمان‌هاي ورزشي ايران

The Study of Factors Affecting the Incidence and the Spread of Administrative and Perceived Corruption and Its Controlling Methods in Iran Sport Organizations

هدف از پژوهش حاضر، مطالعه عوامل موثر بر وقوع و رشد فساد اداري و ادراك شده و روش‌هاي كنترل آن در سازمان‌هاي ورزشي ايران است. اين پژوهش، توصيفي و از نوع پيمايشي است كه به شكل ميداني به اجرا در آمده است و در دسته‌بندي تحقيق، بر حسب هدف در دسته تحقيقات كاربردي جاي مي‌گيرد. جامعه آماري تحقيق را تمامي كاركنان سازمان مركزي سازمان تربيت بدني، فدراسيون‌هاي ورزشي و ورزشكاران نخبه (975 نفر) تشكيل داده است و نمونه برابر با 521 نفر در نظر گرفته شد. ابزار اندازه گيري تحقيق پرسشنامه اي محقق ساخته بود. براي تجزيه و تحليل آماري يافته‌ها از روش‌هاي آمار توصيفي و استنباطي استفاده شد. نتايج حاصل از پژوهش نشان داد از بين عوامل پنج گانه مختلف، به ترتيب وضعيت اقتصادي كاركنان، ويژگي‌هاي فرهنگي جامعه، ويژگي‌هاي سازماني، كميت و كيفت قوانين در وقوع و رشد فساد اداري در سازمان‌هاي ورزشي ايران نقش دارند. همچنين يافته‌هاي پژوهش نشان داد از بين عوامل ده گانه موثر بر كنترل فساد اداري، تمامي آنها در كنترل فساد اداري در سازمان‌هاي ورزشي نقش دارند و نقش آنها، به ترتيب از بيشترين به كمترين عبارت است از: افزايش حقوق كاركنان سازمان، جلوگيري از فساد استخدامي، برقراري نظام هاي كنترل مالي كارآمد، تدوين قوانين و مقررات كارآمد، آشنايي ارباب رجوع با قوانين و مقررات، سياست زدايي از نظام اداري، ايجاد نهادي مستقل براي مبارزه با فساد اداري در سازمان، آموزش كاركنان درباره فساد اداري، خصوصي‌سازي (كاهش تصدي‌گري در سازمان)، تشديد و افزايش مجازات‌ها. يافته‌هاي تحقيق حاضر مي‌تواند مديران و سياست گذاران سازمان‌هاي ورزشي كشور را در برنامه‌ريزي و تصميم‌گيري براي كنترل و جلوگيري از وقوع و رشد فساد اداري و ايجاد سازماني مملو از سلامت اداري در جهت اعتلاي ورزش كشور ياري رساند.

The aim of this research was to study the factors affecting the incidence and the spread of perceived and administrative corruption and its controlling methods in Iran sport organizations. This research was a descriptive survey and field study and was considered as an applied research based on its aim. The statistical population consisted of all staff of headquarters of Physical Education Organization, sport federations and elite athletes (n=975) and the sample included 521 subjects. In order to data collection a researcher made questionnaire was applied. Descriptive and inferential statistics were used to analyze the data. The results showed that staff economic status, cultural features of society, organizational features and the quality and quantity of rules respectively played a role in the incidence and the spread of administrative corruption in Iran sport organizations. The findings also showed that all 10 factors which controlled administrative corruption played a role in controlling it in sport organizations and they were ranked from the most role to the least as follows: rising staffʹs income, to preventing employment corruption, applying efficient financial control systems, compiling efficient rules, acquainting clients with rules, depoliticizing administrative system, establishing an independent center to fight administrative corruption in organizations, educating staff on administrative corruption, privatizing and aggravating punishments. The findings of this research can help sport organization managers and policy makers in planning and deciding how to control and prevent the incidence and spread of administrative corruption and how to create an organization with administrative health so that the sport in Iran can be promoted.
