THE STATE AND THE LAWS CONCERNING THE TALENTED PERSONS

Every society cares about its talented members. In Iran, a number of rules and laws have been approved to help these outstanding individuals to develop and actualize their potentialities. For instance, there are appropriate facilities for sending these students abroad on scholarship to continue their studies. Through the "National Organization for Development of the Gifted", Iran has joined the World Organization for Consulting on Intelligent and Gifted Children. In higher education, too, the "Plan for Flourishing the Gifted" has been enacted and later the Advisory Council for the Gifted was established. It has made and enforced bylaws to attract distinguished students to continuous doctoral courses and to grant them educational and research facilities. Furthermore, it has paved the way to admit the winners of scientific festivals and competitions into higher education, and even allowed them to study two different disciplines simultaneously. Besides, sponsored by some international organizations, the Iranian Organization for Scientific and Industrial Research holds International Kharazrni Festival (named after al-Khwarizmi) with the aim of supporting and encouraging young researchers, and innovators every year. In sum, this paper deals with Laws and regulations approved by government to support intellectual and talent member of socity.
