شناسايي و اولويت‌بندي نيازهاي حمايتي توسعه‌ي كسب‌وكارهاي كشاورزي (مطالعه موردي: استان گلستان)

Identifying and Prioritizing Supportive Needs of Agro- Enterprise Development

اين تحقيق با هدف شناسايي و اولويت‌بندي نيازهاي حمايتي توسعه‌ي كسب‌وكارهاي كشاورزي در استان گلستان انجام شده و روش تحقيق توصيفي و با استفاده از تكنيك دلفي انجام شده است. به‌منظور گردآوري اطلاعات مورد نياز، نمونه‌اي از صاحبان و مديران كسب‌وكارهاي كشاورزي انتخاب شدند (n=34). بر مبناي رويه‌ي معمول تكنيك دلفي، سه دور گردآوري و پردازش اطلاعات با استفاده از مصاحبه و پرسش‌نامه انجام شد. براساس نتايج تحقيق، دو دسته نيازهاي حمايتي (الف) حمايت‌هاي نهادي و (ب) خدمت‌هاي آموزشي و اطلاعاتي به‌طور جداگانه براساس ضريب تغييرهاي اولويت‌بندي شده قرار گرفته است. در بين حمايت‌هاي نهادي، پرداخت تسهيلات بانكي، آسان شدن امور اداري، توسعه‌ي زيرساخت‌ها، شفاف‌سازي قوانين و امور حقوقي، واگذاري زمين، پرداخت يارانه، تنظيم بازار و گسترش پوشش بيمه از اولويت بيش‌تري برخوردار است. در بين حمايت‌هاي آموزشي و اطلاعاتي، امور و روند اداري مرتبط با راه‌اندازي و مديريت كسب‌وكارها، زمينه‌ها و فرصت‌هاي موجود و آتي كارآفريني، قوانين و امور حقوقي مرتبط با راه‌اندازي و مديريت كسب‌وكار، نوشتن طرح توجيهي، مكان‌يابي، سازه‌ها و تاسيسات كسب‌وكار، و برنامه‌ريزي توليد از بيش‌ترين اولويت برخوردار هستند

This research was conducted with the aim of identifying and prioritizing supportive needs of agro-enterprise development in Golestan Province. This descriptive research was done by using Delphi technique. In order to collect data and information, a sample of ago-enterprise managers and agro- enterprise owners was selected (n=34). As a typical procedure of Delphi technique, a series of three sets of information and data collection and processing were conducted, using interviews and questionnaires. Based on the research findings, two main groups of supportive needs, including (1) institutional supporting, and (2) training and information services were prioritized based on coefficient of variation, separately. Among the institutional supports: allocating bank credits, facilitating bureaucratic procedures, developing infrastructures, crystallizing law and legal procedures, allocating lands, paying subsides; regulating markets and extending insurance coverage are ranked as high priorities. Among the training and information services: formal and bureaucratic procedures of setting up and management of an enterprise, current and future areas and opportunities of entrepreneurship, law and legal affairs of setting up and management of enterprise, preparing a business plan enterprise positioning constructs and installations of enterprises, and production planning are placed in the range of high priorities.
