Robust mathematical modeling, a new approach in Iranʹs public budgeting

The most important strategic program in each country is budget law, hence scientific review in the countryʹs budget law is necessary. Heretofore in Iran budgeting in using of empirical methods and bargaining is done which mainly it has been caused non-optimal allocation of resources. Organizational complexity, turbulence of decision making environment and a lot of parameters and variables, use of quantitative methods for optimal allocation resources has required. Considering that Budget law based on forecasting which always face with errors and uncertainty that these errors are Prediction errors, Measurement Errors, Implementation Errors, so mirror change cause to hesitation on optimally and feasibility for budget law. Thus Using mathematical optimization models with high robustness level of optimality is demands of users in the world. In this paper we use linear programming method and propose a mathematical model for budgeting in the public sector in Iran, and Then the proposed optimization model is developed with robust optimization approach. Using this approach which with preserving optimally and feasibility allocation area in the budget low in contorting with changing, guaranty his flexibility in the also implementation. There are different approaches for glancing of effect of uncertainty which from these approaches, we selected robust optimization approach and the model developed by using of Bertsimas & Sym model. Mathematical model designed to analyze features of different scenarios during the budget year and allow appropriate response to environmental changes will create for users.
