However, security is a concept that permanently doesnʹt linit to words and have capacity which always have specific mians with contests although it should be remember that states have great role in concept of it. A part from these subjects it can be admit that accoding to experiences of societies, using of defensive - military tools permanently hasnʹt been an effective way. But it seems this mechanism couldnʹt create comprehensive security. Undoubtedly security canʹt to protect itʹs last meaning. Nowadays, in advanced societies use form models to consider of presence or lack of security that number of police forces, type of firearms, different possibility of law enforcement ofr even power of police reaction is less express and new issues assess. However, today more than every time it is necessary to design a "safe society" basis on compatible relations and feel the limitation of fundamental concepts like " values and ideals" , "realities", "interests and advantages", "culture, economy, religion, policy", "ends", and "power". And this is not possible unless we believe that security is highest value in society. Key words
