چكيده لاتين :
The extent of national authority counts as the most important factor for assessing countriesʹ capability, the most influential factors of which are political, economical, social, cultural, and military parameters. There is a synergetic interaction between these parameters. The fundamental questions in this interaction are "what factors have a major role and which parameters should statesmen give the most role and invest in developing its elements?", /ʹwhich parameter should be given priority of investment and development to increase national authority and power?", "What method can be used to determine the priority among them?", "considering the specificity of the Islamic Republic of Iran and its governance as a model, which parameter they should give priority to in investing?", "what is the status of policy in this interaction?", "what logical relation can policy have with other parameters?". The content analysis in the discourses, letters, and short statements left from Imam Ali [PBUH] reveal that he used to give much more priority to the element of culture during his reign (which is a model for the Islamic Republic of Iran), which meant that he developed the theoretical and value-oriented underpinnings in other parameters of national authority, in a way that God-centeredness, realism, perfection seeking, and humanitarianism gave shape, identity, and direction to his political, economical, social, and military behaviors during his reining period. And policy here was no exception, with his political behaviors, verdicts, and decisions being originated from the above said bases. Human values are the origin of policy, strengthening itʹs values, so that any kind of effort made beyond this framework is deemed as an act of following the caprices and going in the way of loss.
