An Analysis the Status of Modern Threats in Formulating Security-Defense Strategies (With Emphasis on Strategic Governance)

This study aims to analyze the status of modern threats in formulating security-defense strategies, and to present an effective alternative in this area. Overcoming the previous paradigm on a state-centered basis, and the emerging paradigm which was developed after the cold war, necessitate a new approach required by security studies more than before. Today, with the development of a new atmosphere and the international security shield and the appearance of modern threats, the present paradigm especially after the September 11 attacks is both state-centered and post-state. With non-state actorsʹ entrance into defense affairs, we are witnessing a kind of two-faceted paradigm: ʹstate-nonstateʹ. In the face of the modern threats, the statesmen have to rely on state and non-state discourse in formulating new security-defense strategies. The present writing proposes and considers this type of interaction against modern threats as included in "strategic governance"
