Asymmetric Warfare and an Explanation of The Role of Popular Forces in Future War

As the industrial age passed and the information age evolved, human knowledge transcended matter, focusing on the nonmaterial elements of war. Effect (as a qualitative feature) versus destruction (as a quantitative feature) constitutes one of the most important nonmaterial parameters of future war. Although the entire actors on the scene of war share a common understanding of the concept of war, they present by no means a common manuscript of the effects-based operation (as a realized model of). As we will see in this article, at this time there are two different manuscripts of effects-based approach, which can be counted to some extent as thesis and antithesis: effects-based operation based on technology and effects-based operation based on popular forces. The important point is that neither of these two manuscripts are inherently superior to each other, the criterion of effectiveness in each one depending on the extent to which change has taken place in the behavior on the other side. This is a good promise to those weak actors who try to compensate their technological weaknesses by relying on popular forcesʹ unsubstitutable capabilities, and to introduce a successful manuscript of effects-based operation.
