Contemporary urbanization in iran like many developing countries, is the reflex expantion of peripheral capitalism. Substance of capitalism system that ever engage accumulate capital has altered from export goods to export capital and has tended to investment in mineral and basic industries of developing countries that the best example in iran is the oil industry, ever since, as the motor of development oil has counted to important governmentʹs income. In recent year, in consequence of increase of global demand,the oil price increase extraordinary that this consequence is increase Liquidity and tenement hoarding that citizen exclusion and urban poverty expanded and because of lack strong industrial bourgeoisie,we observe growth of dealer and trader class in tenement.This income inequality and urban poverty cause to spread squtter settlement around metropolises.in 2006,more than 30 percent urban population like Tehran, habitancy in squtter settlements and 10.5 million person engage with housing poverty(sarrafi,1387:8). Nevertheless quality and quantity settlements were improved, but geography distribution housing according to incoming class hasnʹt have proper distribution and cpital value of habitation have been noteworthy than consumption value.
