مديريت دولتي و جهاني شدن: رويكردي تطبيقي به سيستم‌ها‌ي مديريت دولتي در عرصه بين‌المللي

Public management and globalization: A comparative to international public management systems

مقاله حاضر به بررسي پديده جهاني شدن در عرصه بين‌المللي و تاثير آن بر سيستم‌هاي مديريت دولتي مي‌پردازد. جهاني‌شدن با وجود ديدگاه‌هاي موافق و مخالف و با همه مزايا و محدوديت‌هايش به عنوان پديده‌اي چندوجهي و منشوري در مسايل سياسي، اقتصادي، فرهنگي و اجتماعي آثار و پيامدهاي مهمي را بر جاي مي‌گذارد و جنبشي است كه نمي‌توان آن را متوقف يا از آن احتراز كرد. سوال مطرح براي انديشمندان اين است كه آينده مديريت دولتي در اين عرصه جهاني و پويا چه خواهد بود و نظام‌هاي مديريت دولتي در برخورد با اين پديده از خود چگونه واكنش نشان مي‌دهند؟ در پاسخ به اين دست پرسش‌ها، در بخش دوم مقاله با ذكر مصاديقي از نظام‌هاي مديريتي كشورهاي در حال توسعه و مقايسه يافته‌ها، واقعيت‌ها، تجربيات و تنگناهاي حاكم بر مديريت دولتي آن‌ها، تلاش مي‌شود تا شكاف‌هاي موجود ميان تيوري و عمل مديريت در كشورهاي توسعه يافته و در حال توسعه (كشورهاي غربي و غيرغربي) مورد تاكيد قرار گيرد. طبعا اين گونه تحليل‌ها بر غناي تيوري‌هاي كنوني مي‌افزايد و به شكل‌گيري مدل‌ها و چارچوب‌هاي نظري جهت بازسازي محيط جهاني و درك چگونگي تاثيرگذاري متغيرهاي مختلف اين محيط بر سيستم‌هاي مديريت دولتي، كمك شايان توجهي خواهد نمود

This article investigates globalization phenomenon in international context and its effects on public administration systems. Globalization despite pros and cons views and with all the advantages and limitations, is considering as a multidimensional phenomenon which affects on political, economic, cultural and social issues and in fact, it is inevitable movement that wouldnʹt be stopped in any way. The main question for scholars is that what will be happened to public administration in this global and dynamic arena in the future and what will be the reaction of public administration systems against this phenomenon? For finding the answers of this questions, in second part of this article, some evidences from managerial systems in developing countries is reviewing and their findings, realities, experiences and limitations of their public administration systems are compared due to emphasis the existing gaps between theory and practice of management in developed and developing countries. Obviously, these kinds of analyses intensify current theories and will have significant role in formation of models and theoretical frameworks due to reconstruct the global environment and will help to realize the effects of different variables of this environment on public administration systems.
