مديريت آسيب و كارآمدي دفاعي در نيروهاي مسلح

Management of vulnerability and promotion of defensive efficiency in the Armed Forces

نيـروي مسلح هـر كشوري به عنـوان ركـن اصلي قدرت نظامـي و مـولفه مهم در تامين امنيت و منافع‌ملـي به‌دليل حساسيت‌ها و ويـژگي‌هاي خـود در ابعاد مختلف، با آسيب‌ها و تهديداتي مواجه است كه نيازمند «مديريت آسيب» است. زيـرا چنانچه اين آسيب‌ها به موقع شناسايي و درمان نشود، به تدريج تمام مجمـوعه را تحت تاثيـر قـرار داده و درنتيجـه كشور را در بهـره‌مندي از مهم ترين مـولفه قدرت ملـي يعنـي قدرت نظامي، با مشكل مواجه خواهد نمود، بنابراين تدوين الگويي براي ساماندهي و مديريت آسيب‌ها مي‌تواند رافع آثار و تبعات منفي آن باشد. هريك‌ از مولفه‌ها‌ي ‌ايجاد توانايي نظامي در نيروي مسلح‌ اعم از نيروي انساني، روحيه، وفاداري واطاعت‌پذيري، انضباط، آموزش، ارتباطات، تجهيزات، فرماندهي‌ِكارآمد، آماد و پشتيباني ‌فعال، قدرت‌ حفظ‌ و توليد اطلاعات، ساختار و تشكيلات‌و ... داراي ‌نقاط‌ قوت و‌ در‌عين حال با ضعف‌ها و كمبـودهايي مـواجه است كه مامـوريت‌هاي اساسي حاكـم بريك نيـروي مسلـح ايجاب مي كند تا كاركـرد‌هاي آسيب‌زاي آن را مـورد بــررسي قـرار داده و با تطابـق آن با قـدرت عمليات و مـديريت دفاعـي مـورد انتـظار از آن، فـرضيه خـود را به آزمـون بگـذارد و به اين سوال پاسخ دهـد كه چـه رابطـه‌اي بيـن مديريت آسيب در نيـروهاي مسلح و كارآمـدي دفاعـي وجـود دارد؟ اين مقاله تلاش دارد تا در قالب روش هاي علمي و بررسي هاي محيطي ونيز روش هم‌خـواهي- زمينـه‌اي، نتايـج مـورد انتـظار را دنبال نمايـد.

Armed Forces of any country as the main pillar of Military power and significant component for maintaining the security and national interests, and because of their sensitivity and their characteristics in different fields, are facing with threats and vulnerabilities ,therefore, they need the management of vulnerability. If such vulnerabilities are not recognized and treated timely, all organization will be influenced and as a result, the nation will face challenge and will be deprived of the most important component of national power which is military power, So preparing a pattern for organizing and managing the vulnerabilities can remove negative effects and consequences. Any of components for creating military power in Armed Forces including man power, morale, fidelity, obeying, discipline, training, communication, equipment, efficient commanding, active logistics, the power of maintaining and producing information, organization ,and establishments and……..has strong points and to some extent weak points and deficiency. Therefore, the basic mission of Armed Forces necessitates that their vulnerable points be surveyed and by adapting its operational power with its expected defensive management, the concerned hypothesis is trialed and this question gets its answer that what is the relationship between vulnerability management in the Armed Forces and their defensive efficiency? In this paper, it is attempted that the expected results be followed in the context of scientific surveys environmental examinations by using the conformity- background style.
