با ظهور فناوري هاي نوين اطلاعات و ارتباطات ( ICT ) در پايان هزاره دوم مفهوم جديدي به نام فضاي سايبر (فضاي مجازي) در پيش روي بشر قرار گرفته است كه توانسته پيشرفت هاي خارق العاده اي را براي وي به ارمغان آورد. اين فضا با توجه به ماهيت خود، مفهوم دهكده كوچك جهاني را متجلي نموده، به گونه اي كه ارايه خدمات بين نظام هاي مختلف ملي و بين المللي در ساده ترين و سريع ترين وضعيت ممكن ميسر گشته است. با توجه به ماهيت فضاي سايبر به عنوان بستر اصلي اطلاعات كشور و اينكه امكان صدمه زدن از اين راه بسيار محتمل مي باشد، لازم است كه نگاه ويژه اي به مساله امنيت فضاي سايبر مخصوصاً در سطح كاربردهاي ملي شود، زيرا در آينده اي نزديك زيرساخت هاي اصلي كشور در اين فضا قرار خواهند گرفت و بروز هر گونه مشكل امنيتي باعث تهديد جدي در امنيت ملي كشور خواهد گرديد. تحقيق حاضر ضمن معرفي ويژگي هاي فضاي سايبر، وضعيت كشور را بر اساس آمارهاي موجود مورد ارزيابي قرار داده و پس از بررسي مساله امنيت فضاي سايبر، به اولويت بندي در استقرار آن پرداخته است. همچنين دولت الكترونيكي به عنوان مهم ترين ره آورد فضاي سايبر مورد بررسي قرار گرفته است

It is for a while that after reiterations of supreme leader Ayatollah Khamenei, the software movement and science production movement have become serious subjects for research and deliberation of academic, scientific and expert communities of our country.Today, many scholars believe that continuation of Islamic civilization depends on materialization of software movement and exploitation of scientific methods for explaining its "conceptualization ", "methodology” and "comprehensiveness".What has been considered as the main aim of current paper in its research, is showing a real atmosphere and environment adapting to the reiterations of supreme leader for understanding the nature and absolute meaning of science production issue.Therefore, we try to define the reason of the issue and to determine the muchness of repetitiveness, homogeneity and intensity of terms and subjects which were stressed by our supreme leader in different fields and eventually, by using the discourse analysis method, we try to determine the percentage of reliance of concerned subjects and to introduce the current advantages and damages facing the software movement.The conclusions indicate that targeting and hidden pathology in the guidelines and statements of our supreme leader regarding the implementation of software movement, enjoy a comprehensive method and understanding in obligation and directions of materialization of scientific authority of the Islamic Republic of Iran.Also, it is clear that his suggestions and his interested plans are the most successful ways for addressing the future crises of the country in terms of scientific development and it is possible to consider such ways as guarantee for materialization of vision plan of our country as the superior power of Southwest Asia
