مراكز پژوهشي در ايران و به خصوص قم،‏ به عنوان موسساتي كه به طور عمده بعد از انقلاب و به صورت خودجوش پا به عرصه وجود گذاشته‌اند،‏ مبتني بر اهداف و اساسنامه خود،‏ اغلب رسالت و ماموريت حل معضلات فرهنگي - تحقيقاتي نظام اسلامي را،‏ در ابعاد مختلف بنيادي،‏ توسعه‌اي و كاربردي عهده‌دار مي‌باشند. براي دست‌يابي به چنين امري ضرورت دارد از برنامه‌ريزي‌هاي دقيق در سطوح استراتژيك و عملياتي،‏ سازماندهي مناسب به عنوان ابزار تحقق برنامه،‏ تدارك و تجهيز و نگهداري نيروهاي توانمند،‏ هدايت و رهبري مجموعه به سمت اهداف پيش‌بيني شده،‏ كنترل و نظارت نسبت به گردش عمليات و اصلاح امور و در يك كلمه از »مديريتي اثر بخش« برخوردار باشند. موضوع اين مقاله تحقيق مبتني بر ضرورت فوق شكل گرفته و درصدداست تا مدلي براي بررسي اثربخشي مديريت مراكز پژوهشي در قم ارايه نمايد بگونه‌اي كه بتواند وضع موجود و وضع مطلوب و وجود يا عدم وجود تفاوت معني دار بين آنهاازاين حيث راباتوجه به فعاليت‌هاي مختلف مراكز, گوناگوني وظايف،‏ و سطوح مديريتي, بررسي و تجزيه و تحليل نمايد.

Research Centers in Iran and especially in Qom have been stablished to solve the existing and potential problems of Islamic Republic of Iran including cultural, political, scientific and social problems. There is no doubt about the importance of these centers but the more important is their managerial effectiveness in these centers. Thus, this issue will be studied in this article. The model encompases three dimentions: the first dimention reffers to organizational and managerial levels; second contains the activities of these centers such as basic, applied and development researchs; and finally the third dimention is about indicators of effective mangement in research centers. The basic hypothesis is defined as bellow: There is not a significance relationship between existing and future situations of managerial effectiveness in Qom’s research centers. Other hypotheses are formed, emphasizing on managerial functions such as planning, organizing, directing and controlling. This study is an applied research. Reasearch method is descriptive and the tools for data gathering contain interview, obeservation, survey in documents and questionnaire.
