بررسي مشاركت شهروندي و نقش آن در مديريت شهري شهرهاي كوچك (نمونه‌ي موردي: شهرهاي گله‌دار، ورزنه و هيدج)

(Investigating Citizen Participation and Its Role in Urban Management of Small Cities (Case studies: Galeh Dar, Varzaneh and Hidege

موضوع مشاركت شهروندان در امور، از يك دهه قبل تاكنون به‌عنوان عامل اساسي در بررسي‌هاي توسعه مورد توجه است. بيشترين تعداد شهرهاي ايران در دسته‌ي شهرهاي كوچك قرار دارند. در اين پژوهش سه شهر كوچك "گله‌دار" در استان فارس، "ورزنه" در استان اصفهان و" هيدج" در استان زنجان، به‌عنوان شهر كوچك انتخاب شده‌اند. ابتدا با بررسي اسنادي و كتابخانه‌اي و استفاده از منابع معتبر فارسي و لاتين، چارچوب نظري تنظيم شده و با توجه به اين چارچوب، پرسشنامه براي سنجش بستر مشاركت در شهرهاي كوچك تهيه گرديد. حجم نمونه‌ي پژوهش، 255 تن از ساكنان شانزده سال به بالاي اين شهرهاست. اين پرسشنامه در محيط نرم‌افزارSPSS مورد تجزيه و تحليل قرار گرفت و با توابع آماري از متغيرهاي پژوهش، هم‌بستگي گرفته شد. با توجه به نتايج پرسشنامه، مشخص شد كه در بعد ذهني، تمايل به مشاركت بسيار بالاست و نگرش بسيار مناسبي به مشاركت در اين شهرها وجود دارد؛ در بعد عيني مشاركت كه از طريق عوامل مشاركت مردم در سازمان‌ها و نهادهاي شهري، شركت در انتخابات اخير و تعامل با آشنايان سنجيده شده است، مشاركت مردم در سطح ضعيفي قرار دارد. براساس نتايجي كه از آزمون هم‌بستگي بين بعد ذهني مشاركت به عنوان متغير مستقل و مشاركت مردمي حاصل شد، مشخص شد كه ارتباط معناداري از بعد ذهني مشاركت در اين شهرها وجود دارد و بستر مشاركت در شهرهاي مورد مطالعه براي مشاركت در مديريت شهري بسيار بالاست.

Citizen participation in social affaires has been considered as the major element in studies on development during the last decade. Most of the population in Iran live in small cities. In this paper 3 small cities Galeh Daran, in Fars Province, Varzaneh in Esfehan province with and Hidege in Zanjan province have been selected as the sample. In this paper first a theoretical framework is drawn up through documental and librarian survey and using valid Persian and Latin sources; then the results of a relevant questionnaire are discussed. The sample included 255 citizens aged 16. With regard to results of this questionnaire it’s been clarified that on mental aspect, desire for partnership is very strong, there is also a very good vision toward participation in these cities. In explicit aspect of participation through people’s participation elements in organizations and urban institutes, attending in last elections and contribute with relations have been measured and found to be at a low level. Based on the results of correlation analysis applied on mental participation as the independent variable and people’s participation, it can be argued that there is meaningful relationship between these two variables; the necessary conditions for participation in city management in the three cities was also found to be very high.
