مروري بر مفهوم، روش اجرايي و الزامات سازماني رويكرد مسيله محوري

علاوه بر طرح نظريه پليس جامعه‌محور، درمقابل نظريه پليس سنتي ــ‌كه در حال حاضر نظريه غالب در رويكرد پليس كشورمان و موفق‌ترين پليس‌هاي كشورهاي جهان است‌ ــروش‌هاي نوآورانه ديگري نيز براي حل مسايل جرم و بي‌نظمي استفاده مي‌شود كه يكي از مهم‌ترين آن‌ها رويكرد مسيله ‌محوري است. تاثير رويكرد مسيله‌محوري در ادارات پليس براي حل برخي از مسايل و مشكلات مربوط به جرم و بي‌نظمي در تحقيقات گوناگون به اثبات رسيده است؛ بااين حال، رشد اين روند به ‌كندي صورت مي‌گيرد. بر اين اساس و براي اجراي بهينه اين رويكرد در روش‌هاي پليسي لازم است الزامات فردي و سازماني آن احصا شود. اين مقاله، با اين هدف، در ابتدا جايگاه و ارتباط رويكرد مسيله ‌محوري را در نظريه غالب فعلي، يعني نظريه پليس جامعه ‌محور، مشخص مي‌كند؛ در ادامه، با ذكر روش اجرايي و مشكلات اجراي آن، الزامات سازماني اجراي مسيله ‌محوري را مشخص مي‌كند. اين الزامات شامل آموزش، طراحي و به‌ كارگيري نرم‌افزارهاي رايانه‌اي، بازمهندسي ساختار، شرح شغلي كاركنان، نظام‌هاي ترفيع و پاداش، تاكيد بر مديران صفي و كار تيمي و نيز ايجاد ادارات اطلاع ‌رساني انتظامي در سطح واحدهاي اجرايي است.

The theory of community oriented policing which is dominant in Iran police approach and in most successful polices of the world against the theory of traditional policing, there are other innovative methods for solving crime and disorder which problem oriented policing is the most important ones. The effect of problem oriented policing in police departments to solve some disorder and crime related problems in many different researches have been approved. Thus the growth of this trend is slow. Therefore for optimized execution of this approach in police methods, it is necessary to take into account the organizational and individual requirements. In this article first the place and the relevance of problem oriented policing in presentdominant theory namely community oriented policing is determined. The administrative method and its administrative difficulties mentioned and then the organizational requirements of problem oriented execution are specified. The requirements include: training, computer software application designing, structure reengineering, personnel job description, rewards and promotion systems, emphasis on line managers and teamwork and also creation of police information departments at the administrative level.
