راهبردهاي ارتقاي امنيت عمومي در جمهوري اسلامي ايران

The Strategies of promoting Public Security in the I.R. of Iran

هدف پژوهش حاضر تدوين راهبردهاي ارتقاي امنيت عمومي در جمهوري اسلامي ايران با تاكيد بر شهر تهران است. 60 نفر از خبرگان و متوليان تاثيرگذار بر امنيت عمومي به شيوه هدفمند انتخاب و به وسيله مصاحبه عميق و هدايت شده و پرسشنامه محقق ساخته در خصوص ابعاد، مولفه‌ها و شاخص‌هاي امنيت عمومي و راهبردهاي ارتقاي آن نظراتشان احصا گرديد. در اين تحقيق تاثير عوامل مديريتي، اجتماعي، محيطي، اقتصادي، سياسي و فرهنگي بر امنيت عمومي مورد مطالعه قرار گرفت. بر اساس نتايج حاصله در موقعيت كنوني عامل مديريتي بيش‌ترين سهم را در امنيت عمومي شهر تهران به خود اختصاص داده است. لكن در موقعيت آينده سهم عامل اجتماعي بيش‌تر خواهد بود. با توجه به چالش‌هاي احصا شده و بر اساس ديدگاه خبرگان، چهارده راهبرد براي ارتقاي امنيت عمومي شهر تهران در اين مطالعه با استفاده از ماتريس QSPM به دست آمد

The aim of present research is formulating the strategies of promoting public security in the I.R. of Iran Stressing on Tehran. Some 60 experts and influenced authorities on public security have been Selected purposefully and through deep and directed interviews as well as realized questionnaires concerning the dimensions, components and indices of public security and strategies for promoting it, their view points have been derived. In current research, the impacts of managerial, social, environmental economic, political and cultural elements on public security have been studied. According to conclusions, at current juncture, the managerial element has the most share in public security of Tehran. But, in future juncture, the share of social element would be increased. Considering gained challenges and based on experts viewpoints, 14 strategies for promoting public security of Tehran have been extracted in this study by using QSPM Matrix methodology.
