ارزيابي كيفيت و قيمت تمام شده نهال در نهالستان هاي دولتي و خصوصي (مطالعه موردي: نهال هاي بنه و صنوبر در نهالستان هاي زاغه و كلانتري استان لرستان)

Cost price and quality evaluation of seedlings in public and private nurseries (Case study: Pistacia atlantica var mutica and Populus nigra in Zaghe and Kalantari nursuries of Loretsan province)

هدف اين بررسي ارزيابي كيفيت و قيمت تمام شده توليد نهال در دو نهالستان دولتي (نهالستان زاغه) و خصوصي (نهالستان كلانتري) استان لرستان در يك دوره يكساله (آبان 1386 تا آبان 1387) بود. به اين منظور‏، نهال هاي بنه (با تكثير نسبتاً مشكل از طريق بذر) و صنوبر (با تكثير نسبتاً آسان از طريق قلمه) توليدي هر دو نهالستان براي ارزيابي انتخاب شدند. براي ارزيابي كيفي، ابتدا ويژگي هاي نهال استاندارد (با كيفيت مناسب) براي هر دو گونه تعريف گرديد و در مرحله بعد، استاندارد بودن يا نبودن نهال هاي توليدي با استفاده از نمونه برداري تصادفي ارزيابي شد. سپس، تعداد و نوع نهال هاي توليدي اين دو نهالستان و نيز كليه هزينه هاي صرف شده در اين دوره مشترك از دفاتر حسابداري نهالستان ها استخراج شد. با توجه به اينكه كليه هزينه هاي ثابت و متغير در سطح نهالستان صورت مي گيرد، مقدار هزينه اختصاص يافته به نهال هاي بنه و صنوبر در اين دوره با استفاده از نسبت گيري سطح (براي هزينه اجاره زمين) و تعداد (براي ديگر هزينه ها) برآورد شد. در نهايت، قيمت تمام شده هر اصله نهال استاندارد بنه و صنوبر در دو نهالستان محاسبه شد. نتايج نشان داد كه شاخص كيفيت نهال هاي بنه و صنوبر (درصد نهال هاي استاندارد) در نهالستان خصوصي كلانتري به ترتيب 5/3 و 2/1 برابر نهالستان دولتي زاغه است. نتايج همچنين روشن ساخت كه قيمت تمام شده هر اصله نهال بنه (24058 ريال) و صنوبر (17365ريال) در نهالستان دولتي زاغه به ترتيب 3/9 و 6/23 برابر قيمت تمام شده نهال هاي بنه (2207ريال) و صنوبر (735ريال) توليدي در نهالستان خصوصي كلانتري بود. عواملي مانند نحوه مديريت فضاي نهالستان و وسايل و ماشين آلات، مقدار توليد و درصد نهال هاي استاندارد مي توانند بخشي از تفاوت قيمت تمام شده نهال در دو نهالستان را توضيح دهند. انجام پژوهش هايي از اين دست به ويژه در نهالستان هاي دولتي، مي تواند به بهبود مديريت و كارايي كيفي و مالي نهالستان ها كمك نمايد.

The main goal of this study was to evaluate the quality and cost price of seedlings production in two public (Zaghe) and private (Kalantari) nurseries in Lorestan province during a one-year period (Nov.2007-Nov2008). Pistachio (Pistacia atlantica var mutica), being relatively difficult to reproduce (from seed), and Poplar (Populus nigra), being relatively easy to reproduce (with cuttings), were selected for this evaluation. In order to evaluate the quality of seedlings, standard seedling (having desirable qualitative characteristics) as a qualitative indicator of seedling production was defined for the both species. In the second step, percentage of standard seedlings has been evaluated using a random sampling of produced seedlings. Then, the number and type of seedlings and total spent costs were extracted from accounts books of the both nurseries in the same period. As the total variable and fixed costs of nurseries have been spent at nursery scale, the allocated costs for pistachio and poplar seedlings have been calculated using area ratio (for land rent) and number ratio (all other costs). Finally, the cost price for an individual standard seedling of Pistachio and Poplar were calculated in both nurseries. Results showed that qualitative indicator of Pistachio and Poplar (the percentage of standard seedlings) in the Kalantari private nursery were found to be 3.5 and 1.2 times greater than Zaghe public nursery ones, respectively. In addition, the cost prices of a Pistachio seedling (24058 Rials) and a poplar seedling (17365 Rials) in the Zaghe public nursery were calculated to be 9.3 and 22.6 times greater than the cost prices of pistachio (2207 Rials) and poplar (735 Rials) seedlings in the Kalantari private nursery, respectively. Factors and variables such as the management of land, instruments and machineries, production scale, percentage of standard seedlings, may explain, among others, the observed diffreneces of cost prices in these nurseries. Such researches may help to improve management as well as financial and qualitative efficiency, especially in public nurseries.
