بررسي روند شكل گيـري دوره هاي آمايش سرزمين در ايـران

Investigation the formation process of land logistics in Iran

پيشينه ي توجه به ويژگي‌هاي منطقه‌اي و ملي به مديريت آمايش سرزمين در برنامه‌ريزي‌هاي توسعه، از دو زاويهي ديرينگي و تازگي برخوردار مي باشد؛ از آن جهت ديرينه است كه : به زمان حضور انسان در پهنه ي زمين و تعريف سرزمين و كنجكاوي نسبت به حيات بازمي‌گردد و تازگي آن ، مربوط به صد ساله ي اخير است كه عمدتاً در نيمهي سدهي اخير و بعد از جنگ جهاني دوم ، با مطالعات فرانسوي‌ها آغاز گرديد. در اين مقاله ، ضمن بررسي اين ابعاد و سابقه ي جهاني و بين‌المللي مساله ي مديريت آمايش سرزمين ، به سابقه ي آن در ايران كه به دههي 30 شمسي بازمي‌گردد پرداخته و مطالعات «گروه ستيران» را مورد بازبيني ، و فعاليت‌هاي قبل و بعد از انقلاب اسلامي در اين زمينه نيز، بررسي شده است. همچنين ، به مطالعه‌اي از آثار تافلر اشاره داريم كه به آمايش بين‌المللي اشاره دارد و مديريت جهان پيش‌رو را بررسي نموده است. سپس، به فرآيند تهيه ي آمايش سرزمين ، در سه بعد سازماندهي مطالعات ، بررسي وضع موجود و قابليت سنجي و آينده‌نگري پرداخته‌ايم و گام‌هاي لازم براي هر كدام از آنها را دسته‌بندي و مورد بحث قرار داده‌ايم . در پايان مقاله، به نتايج آمايش سرزمين و نظام تشكيلاتي تهيه ي طرح آمايش و نمودارهاي آن ، و سپس جايگاه مديريت توسعه ي اجتماعي و آمايش سرزمين پرداخته‌ايم.

Background of regional and national characteristics for land logistics in development planning, contains the two aspects: Antiquity and freshness is important, it is old because it refers to the time of human presence in the area of land and defining the land and curiosity back to life And it is new because, it is related to recent hundred years that began mainly in the latter half of the recent century and after World War II with the French studies .In this paper, as well as the reviewing the dimensions and universal and international history of management of land logistics, referring To its history in Iran and studies the 30 decade Shamsi is addresed and reviewing the studies of "Styran group", and activities before and after the Islamic revolution in this field, is investigated. Also, we are referring to a study of Toffler that is refferd to international planning and management of logistics and is investigated the the world leadership. Then, we address to the process of preparing the land, organized in three studies, assessment of existing and capabilities and prospectives and necessary steps for each of them have been classified and discussed. In the end of this paper, the results of the institutional system of land use and planning and design diagrams, and the status of social development and land management are presented
