بررسي نحـوه ي اجراي ضـوابط و مقررات شهـرسازي،بر كاربـري اراضي شهر زنجـان

Implementation of Urbanism Regulations in Zanjans Land Use

اولين طرح تفصيلي شهر 345000 نفري زنجان ، در سال 1367 ، تهيه و تصويب شده است. ضوابط و مقررات شهرسازي ، فصلي از فصول اين طرح تفصيلي مي باشد كه بخشي از آن شامل: مقررات كاربري اراضي مي باشد كه از عوامل موثر در نحوه ي شكل دهي و ساختار شهر زنجان است. هدف از اين مقاله، بررسي تاثير ضوابط و مقررات شهرسازي بر كاربري اراضي شهري مي باشد. يعني ، بر اساس سرانه هاي كاربري اراضي پيش بيني شده در طرح جامع و تفصيلي، به بررسي ميزان سرانه هاي شهري در وضع موجود خواهيم پرداخت و در ادامه، به بررسي ميزان عمل گرايي به ضوابط و مقررات شهرسازي خواهيم پرداخت و اينكه آثار و پيامدهاي تخلف از اين ضوابط و مقررات ، چه بوده ؟ اعم از تاثير آن بر كاربري اراضي و حقوق شهروندان. با توجه به ماهيت موضوع، متدولوژي تحقيق، بر مبناي مطالعات اسنادي و تحليلي - توصيفي است. نتايج تحقيق حاكي از اين است كه ، ضوابط و مقررات شهرسازي در بخش كاربري اراضي شهر زنجان اجرا نشده است. و نتيجه ي اين عدم اجرا، شكل گيري نامتناسب فضايي شهر زنجان مي باشد، كه اين شهر را با مشكلات عديده اي در كاربري هاي شهري و ساير ابعاد مربوط به آن روبه رو ساخته است.

The first detailed plan of Zanjan City with 345000 populations had been prepared and approved in 1989. Urban planning rules and regulations is one of this plan’s chapters. This chapter includes the land use regulations that are one of important effective and determining factors in form and structure of Zanjan city. The aim of this paper is to investigate the impact of urban planning rules and regulations on urban land use. In other word, to review the existing land per capita compared with the predicted per capita in master and detailed plan and after that to survey the implementation rate of urban planning rules and regulation and the consequences of infringing these rules, especially impact on the land use and citizenship rights. Concerning the nature of the topic, research methodology is based on documentary, descriptive - analytical method. The purpose of this article reviews the impact of rules and regulations urban land is urban. Based on the per capita land predicted by the comprehensive and detailed plan, to review the urban per capita amount of the existing and we will continue to review the amount of integration work to rules and regulations and that we will urban works and the consequences of violation rules and regulations, including what was its impact on land and citizenship rights. Nature of the topic, research methodology, based on analytical studies and document is descriptive. The results indicated that the rules and regulations urban land in the city of Zanjan has not been implemented. And the result lack of execution, formation of Zanjan is disproportionate space that the city has faced with problems in urban land use and other dimensions
