چالش‌هاي ژيوپليتيك منطقه‌اي و دكترين ظهور مسالمت‌آميز چين

هدف اصلي اين مقاله تشريح چالش‌هاي منطقه‌اي فراروي تحقق دكترين ظهور مسالمت‌آميز چين با تاكيد بر معضلات ژيوپليتيكي است. اعلام دكترين ظهور مسالمت‌آميز در سال 2003 به‌مثابه راهبرد كلان سياست خارجي چين با هدف از بين بردن «تصور تهديد» و ايجاد ثبات منطقه‌اي كه پيش‌نياز رشد و توسعه اقتصادي چين است، محور اصلي فعاليت‌هاي ديپلماتيك چين در آغاز هزاره جديد مي‌باشد. اين نوشتار با طرح اين مسيله كه چرا چالش‌هاي ژيوپليتيك در سطح منطقه شرق آسيا مهم‌ترين مانع در برابر تحقق دكترين ظهور مسالمت‌آميز و اهداف آن است با استفاده از روش تبييني ـ تحليلي، بر اين نظر است كه برخلاف چالش‌هاي ژيواكونوميك و ژيوكالچر كه پاسخ چين براي مديريت آنها موثر بوده، حوزه ژيوپليتيك به لحاظ پيچيدگي و ارتباط با سياست قدرت واجد بيشترين ظرفيت براي تقويت «تصور تهديد» از چين نزد كشورهاي منطقه مي‌باشد. تشريح «تصور تهديد» و دكترين ظهور مسالمت‌آميز و اشاره به چالش‌هاي فراروي تحقق اين دكترين به‌ويژه در حوزه ژيوپليتيك، بخش‌هاي اصلي اين نوشتار است.

This article aims to explain regional challenges facing the realization of the doctrine of Chinaʹs peaceful rise with an emphasis on geopolitical difficulties. The declaration of the doctrine of peaceful rise as the grand strategy of Chinaʹs foreign policy in 2003, aimed at dominating "threat perception" and establishing regional stability as a prerequisite for Chinaʹs economic growth and development, is the main axis of Beijingʹs diplomatic activities in the beginning of the new millennium. This article poses the question of why geopolitical challenges in the East Asia are the most important obstacle to the realization of the goals of the doctrine of Chinaʹs peaceful rise. The authors, using an explanatory–analytical method, believe that contrary to geo- economic and geo- cultural challenges which have been managed efficiently by Chinese officials, the field of geopolitics has the greatest potential for strengthening "threat perception" of regional countries regarding China due to its complexity and its relation to power politics. The article explains "threat perception" and the doctrine of peaceful rise as well as indicates challenges facing the realization of this doctrine.
